What do I need to know before buying a coin from Germany?

I saw a coin for a great price, but its located in Germany. 

 

The shipping is "Standard Shipping (DHL Paket International)"

 

Its about $500 total.

 

Will I be charged a foreign transaction fee by PayPal or eBay?

If the seller is registered overseas then the money is going overseas and an international transaction fee is payable AFAIK.

I would expect someone that spends about 8k a month on coins to be somewhat knowledgeable about such things.  Are you talking about the currency conversion rate?

If the listing is in Euros and you pay in $US you will charged a currency conversion fee.

 

The seller will pay an international transaction fee, not the buyer.

The last time I bought coins from outside the US they were fake. Now, PayPal expected me to ship the coins back. The other problem I have run into with foreign governments is that you can be charged customs fees or import taxes. The person on the other end also can refuse the shipment (which happened in my case) so I got the coins back and in the meantime, my PayPal case had expired since it was longer than 45 days. So unless you are 100% sure that the coins are genuine (PCGS and other certs can be counterfeited overseas) I would stay away from foreign buyers. I did eventually get my money refunded by PayPal but it took 2 months in total.

That's why it's best to file an ebay case, not a Paypal case. The seller would have had to pay for return shipping and if they refused the package, they would still have had to refund.

 

As far as being charged custom fees etc, a $500 coin shouldn't be charged duty in the US.
