Purchased a $6.00 item with free shipping from a seller I regularly buy from. At checkout I select paypal balance and pay. The receipt I get in my email says I paid ebay, and under purchase history it says payment pending. I get another email that says: "Want to complete your paypal payment at ebay? To finish up, go back to ebay and give your final approval." What is going on here? I don't see anything to finalize payment and not it shows the paid symbol where there was once an hour glass.

I just encountered the exact same thing, and it changed from the hourglass to the paid symbol after about 5 minutes. I wonder what that was all about, and if all payments will be like that now?

Once the payment is authorized by the financial institution and the PayPal/eBay software updates, it will show paid. We are used to instantaneous, but sometimes it is not.... (and never when waiting on a refund that requires days.)

glitch ?or improvement ?
I like the old ebay/PayPal payment checkout better. Faster, simpler, less confusing for buyers.

Not to mention PayPal's buyer protections lasting for 180 days, as opposed to only 59 days when payment is through ebay's managed payments.

I contacted the seller about it and the seller said they are trying ebay's new payment option. They aren't sure yet how it's working for them or ebay.

No, it's not the same as it was. It even states after making the payment that I might "OWE" more. The final amount owed is yet to be determined. When I saw that, I said to myself I'm not paying anything more than what was advertised in the listing. And in the paypal payment it does not show the merchant's ID. It says I have authorized a payment to ebay, yet the seller is not ebay.
