On several selling ads, Asian sellers now state 'new rules' that only
require tracking after the value reaches $5. Over the years, we have
encountered a lot of issues with 'lost'...

Once escalated, adding anything else may not be possible; I have seen it
both ways. But, if you posted photos prior, including in any
correspondence on eBay, Customer Service will see them on their review.

Thank you.... Although they may or do, I don't see anything about PayPal
protecting the Seller in this unique case... maybe it is similar to
package delivery to a gated community, where again, maybe the onus is on
the purchaser for the address they p...
I am doubting that delivery is going to wait around for the signature of
the actual recipient.... staff will be signing for it and very difficult
to prove the recipient received it; the whole purpose of obtaining a
signature. And what does PayPal TOS...
