Unable to use Credit Card with proper balance and no fraud threats

I had a credit card get denied on eBay about a week ago and after taking it up with my bank I can confirm there are 0 restrictions or balance issues with the card. Now I am trying to use it again on eBay and it will not be accepted. 

The message I am prompted with is "

Please check your payment details or use a different payment method."

No additional information is provided with this. Is the card flagged by eBay? I read that they do not do this but there is no other explanation...  I have spent close to $500,000 on this same card and account this year on eBay alone so it's just very odd to me.

No one can really comment without the data but I did run into a PITA once trying to buy something out of the US once - I forget exactly how I resolved it...I think I ended up having to use an AMEX thorugh paypal to get it done.
