I bought something from eBay on 11-27 and the tracking for the package has not shown up. I don’t know if the seller has not shipped it or is using a different way to ship it. The status for the item still says paid.

Sellers are not required by eBay to add tracking numbers.
What is the estimated delivery date?
If the estimated delivery date has passed, buyers may open "item not received" cases against the sellers.

A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.

The estimated delivery date is the 5th through the 9th. I know I can’t open an INR case just yet. I want to send the seller a message asking about tracking but I don’t know if they are sick and just can’t get it out or they are just busy.

The seller may have listed their handling time which can be found by clicking on the Shipping, Returns & Payments tab on the listing page. Ex: "Will usually ship within 3 days of payment clearing" .
If that is the case and you purchased the item after business hours in the seller's time zone, they would have until tomorrow to ship the item or create a label.

Usually if a seller doesn't use tracking they will still mark a package as Shipped. There could be one fairly common reason why the seller has not shipped, and that is if they are a new seller or one who has not sold anything in over a year. You would have to check their feedback profile to find that out. Scroll to near the bottom of the listing page and below the seller's username in a large font there is an oval with See all feedback written in it. Click on that button to be taken to their feedback profile page. On it click on the As a seller tab, to see if they have received any feedback for selling, or none in the last year.
If they haven't sold before or in over a year, they probably ran into the 21 day payment hold ebay places on all new or returning sellers first few payments, and they do not know how to deal with it. On their account the payment status is marked as Pending, so they do not think it has cleared.
They could have a fair number of feedback and even a 100% rating, but all for buying. That is just one reason why you should check the feedback profile page of any seller you intend to buy from.
If you find that the seller has not sold before or in over a year, try messaging them and tell them if they have not shipped because your payment is marked as pending, to do a Google search for "Payments on hold, ebay" That would give them the info they need to ship the item and get the funds released sooner.

I checked his feedback and all the feedback is “as a seller” no feedback under the “as a buyer” tab. Some of the reviews say the past 6 months. I still think the seller is active, I just don’t know about my purchase where it hasn’t updated.

Per your information as provided here, the estimated delivery date is between December 5th-9th.
There's actually no reason or need to contact the seller before the 9th.
They either got tracking or they didn't. They will have shipped or not.
You do know that you have eBay's MBG, so why not just wait patiently until after the 9th?

Package could very well have been shipped just is lacking scanning. I’ve had a few packages recently sent USPS not scanned until final delivery.

It is not necessary for buyers to have tracking information on an item they purchased. Tracking is for the benefit of the seller in case a buyer reports item not received.

For an item purchased November 28 and showing an estimated delivery of Deecember 5-9, it's likely that the seller has a long(ish) handling time and isn't even required to ship yet.
If you click on "see details" at the top of the listing next to shipping, it'll take you to the bottom of the page and will show the handling time.
What does it show there?

The handling time says,”will usually ship within 1 business day of receiving cleared payment.” The status of my order says paid. Didn’t eBay used to require the sellers to ship after the money showed up in the sellers account?

No, eBay has never required that. What eBay requires is that sellers ship within their stated handling time. They also don't require sellers to have tracking. Honestly you're worrying incredibly prematurely. Instead of obsessing about tracking, just sit back and wait for the package to arrive, knowing that eBay has your back if it doesn't.
