they spent two weeks reviewing my item. i filled out stuff and took pics. they ended by saying we won't fix your item LOL! then refunded my $3.99 via a check not my original payment.

I've never purchased an item on eBay that qualifies for a SquareTrade warranty, but I had occasion to look at their feedback from buyers the other day. It's really pretty bad . . . something like 83% positive (which is REALLY low for an eBay seller).
But you received a full refund for the warranty? Is that what the $3.99 was for? At least you got your money back.
I'm not exactly clear on your comment concerning the $3.99 being remitted via check rather than your original payment, but I do see on the page explaining SquareTrade that buyers will receive "a cash settlement," so I think that's within their Terms of Service. Nothing nefarious about their method of reimbursement, IMO.

i paid via a credit card and the sent me a paper check for $3.99 the cost of the coverage...

They refunded the cost of the coverage, not the purchase price of the item.
