Good evening.
I am primarily a Seller. I offer combined shipping, providing Buyers with reduced shipping costs. I have byers who have successfully submitted Invoices for multiple items and I would provide the shipping costs. Other buyers say they are unable to send an Invoice, and others request an Invoice from me (which is not possible if I can't see what they have purchased to determined the shipping discount).
I have never used the Shopping Cart. I assume once a Buyer is done shopping and has selected several items from the same Seller, they can send an Invoice to that Seller. Yet, I still have Buyers who say they are unable to submit an Invoice to me (but other Buyer have).
Can someone please detail for me the steps a Buyer must go through with the Shopping Cart that would allow them to request an Invoice from me for multiple items.

There aren't any "steps" per se. A buyer adds multiple items from one seller to their cart. If the seller has their shipping set up correctly, there will be a link that says "Request total." The buyer clicks on that, and the seller receives the request, prepares an invoice, and sends it to the buyer.

Why do you think some of my buyers are able to Request Total and others are having difficulty?

It could be that some are using the app and the Cart and miss buttons because of how large of an image they have the screen set to display. The same thing could happen if they commit to buy several items from their watch list. If you do not have combined shipping rules set up Ex; buy 1 CD pay 2.80 each additional .50 cents more, they may not be able to request a total from the cart. Do you have immediate payment required on any of your items? If you do and do not have combined shipping rules set up they cannot request a total.
I do not use the Cart either, so I do not know if there can be glitches due to overloaded internet files and cookie caches, or if the pay only this seller button is gone. I do not use the App either, which has had its glitches in the past. Maybe some are using an older version of the App and it doesn't work well with the changes ebay keeps making.

Aside from being on the app, other things that can stop request total are having immediate payment required enabled or having a sale or markdown on the items
