I'm in a situation where I have a Chinese Seller harassing me. My email is stuffed with eBay messages from him and he is even making calls to my home.
I filed a complaint with eBay when this all started because he was trying to leverage me into leaving positive feedback in trade for a partial refund. eBay said they would block him from contacting me through eBay, but the eBay messages from him are still getting through. I contacted eBay again when the phone calls from hin began and filed another complaint against the Seller ... So far the only suggestions from eBay were to Block his #, but all they have to do is use a different phone. eBay talked like I could place some kind of restraining order against him with my local police, but China really? The guy is seriously obsessed. Some eBay Buyer Protection !!!

You could send them one message, again asking them to cease sending spam to you, or you will report them to eBay and that could impact their selling account. Please do not contact me again.
I believe it is against eBay rules for buyers to be subjected to this. They have rules against spam. Sellers can send you newsletters and sale notifications but only if you sign up to receive them.
Hopefully that will work.
Just a thought.

Once you have been in a transaction, messages are not blocked.

He's phoning you from China? That's pricey.
While you should, as suggested above, deletedeletedelete the Messages, for the phone calls, don't hang up.
Just leave the phone off the hook (or however your phone works) and walk away. You might leave it near the radio to keep him entertained while he spends his money on international calling.

Isn't internet calling free, or nearly free?
The overseas caller can connect a magicJack or netTALK via Wi-Fi or Ethernet anyway there is internet in the world.
