Used the BUY IT NOW feature to purchase an item at $26.60 USD. Paid within 10 minutes of winning the auction. Seller waits 5 days, cancels my order claiming I contacted them and requested such. Item has since been re-listed at $29.95.
Surely this isn't how it is supposed to go?

This petty seller probably doesn't know that he loses his PayPal fees too. So it's really like 2.35 difference. Call eBay and complain to them about this guy. And also give that loser a negative feedback explaining what you told us.

I was just thinking that too. Seller paid somewhere around 1.20 in fees they don’t get back so they cancelled for $2 price increase. Not very smart

Someone should buy from that seller for 29.95 then one minute later I'll message that seller that I'll buy it for $31. Then he'll cancel the sale again and relist for $31.

It is very likely that the seller was out of stock on the item you purchased. But if they file for a cancellation with the reason of out of stock, then they get a Defect on their account. A few of those and they will have selling sanctions on their account. So it may be that they did this to avoid this issue.
Your only recourse it so call Ebay and tell them. They will look into the seller and take the appropriate action. They won't tell you what that action may be, but they will take a look at them.

I tried to use the "Report a seller" pages that start here:
I scrolled down and clicked the big blue button labeled, "Report a seller" and landed here:

So, I scrolled down and click the radio button labeled, "The seller has violated one of eBay’s policies" and then clicked the "Continue" button and landed here:

I then clicked the button labeled, "Done" and landed at a Customer Service page that has thumbnails of a few of my purchases on it, in case I have issues about one of those.

Nothing in that whole exercise seems to actually "Report a seller." At no point was I prompted to identify a seller by his/her user id. Even if I click on the thumbnail of one of my recent purchases, I'm not given the option to "Report a seller."
Am I doing something wrong? Or does the "Report a seller" process I've just gone through (above) not actually do anything?

I agree that it's likely that the seller canceled as "buyer request" to avoid a ding but it doesn't appear to be out of stock since the seller relisted at a higher price.
I agree that this seller earned a bright red donut!

It sounds like a drop shipper and their supplier changed the price.

There are many reasons for an out of stock cancellation. It isn't just because someone is a drop shipper. Ebay has a very limited set of reasons that can be selected while doing a cancellation. The ONLY reason available to a seller for a seller reason is OOS. That has to cover every reason. Damaged in stock, inventory errors by a human on inventory the seller stocks, drop shipper's stock, damaged while packaging, lost it around the house somewhere [it is in a safe place], Ebay relisted a sold out listing and the seller didn't catch it in time, etc. The list goes on.

I'm well aware. My opinion was formulated based on the seller relisting the item for only a few dollars more. A few dollars shouldn't be an issue for a seller to absorb unless perhaps they're a drop shipper with a large volume of sales- then that few dollars adds up. So they try to cheat the system by saying the buyer requested to cancel and they relist at a higher price. It's just a theory and I never stated it as fact- totally fine if your opinion is different.
For the record- I don't have any issue with drop shippers who follow policy. I have an issue with drop shippers who skirt the policy and create a bad experience for buyers. I realize we don't know whether this seller is a drop shipper or not- it's my opinion that it's a strong possibility.
