So I won and paid for an auction last week. Seller bought the label the next day but the tracking number never went past "Shipping label created". Can I really not take any action until the estimated shipping date. Which is 17 days while we both live in the same state and the shipping method is listed as priority. (Seller hasn't responded to my message yet.)

That's correct. An item not received case cannot be opened until your package is at least a day overdue.
It doesn't matter where you live in relation to the seller.
You might want to contact the seller and apprise him of this. There have been occasions where the package was never scanned until delivered to the buyer.

Sounds to me like you purchased from a drop shipper from out of the country. They use an international USPS partner service who hand off items to the USPS once they arrive in the country. That's why there is a label with no updates yet. Did you check the seller's feedback profile page to see where they are registered and if any of their negatives or neutrals (click on those numbers to read only those comments)are for slow/non delivery, or for shipping from outside of the U.S.? There is really no sense trying to contact the seller until after the last estimated delivery date has passed. Sellers are not required to respond.

Such can also happen when the USPS does not scan the picked up items. (Been going on for some time.)
It may show up if a scan is done as it moves through the system..

Sellers seem to be able to not ship a item anytime they want without anyone knowing the item never really got shipped. All they have to do is create a shipping label and not ship the item and then refund the money they received. After they refund the money the item is taken off the purchased list of the buyer so they can't leave any feedback even after plenty of time has passed for the item to arrive. After having to wait for a day to pass after the expected delivery day i filed for a refund and got the refund but now i can't leave feedback. I have to think twice before ordering anything off of ebay instead of amazon because you can't trust if the item will actually be shipped and there is almost always a longer shipping time. Ebay should allow you to leave feedback on non-received item if you wait so many days for the item to show up. Maybe have a special feedback for just those cases or maybe ebay can document items that never show up as delivered and display that info on the sellers account.

Priority Mail is 2 -3 days (2 days to the same state) plus the seller's handling time. That means their handling time is 15 days. Some sellers go ahead and make the label and enter the shipping date for when they plan on putting it in the mail. eBay notifies the buyer when a label has been made.
I always look at the method and the expected delivery date and if the seller has an extended delivery date I pass unless I'm willing to wait.

Yep if that’s the case greed buyers will double dip and lied that they never receive anything.

Seller drop it off at the post office only, seller doesn’t work at USPS.

No, you cannot take any action until the ESTIMATED DELIVERY DATE has passed by at least one day. (Not the estimated shipping date.)

could be the post office just never scanned it -that does happen the package arrives.
