Have you read ebay's Money Back Guarantee? Tells you what to do if you dont receive an item or if an item isn't as described.

ALWAYS read the feedback comments for the seller you are considering buying from. As you can see, had you read the comments, you would have seen the pattern of negative comments and you might have decided to walk away.
Also read the comments that the seller has left for his buyers; they can tell you what kind of a response you can expect to get if there are any issues.
Cancellations are to be rarely used, if ever. They are not a "done deal". They are just that, a cancellation request and they seller does NOT have to accept it. They can decline the cancellation and Ebay gives them three days to make that decision.
The best thing to do to avoid this type of situation is to do your due diligence BEFORE buying, not after.
Ebay has great buyer protection. You have probably seen the Ebay MBG, money back guarantee, logo on almost every page. Get the item you ordered, or your money back.

Go to your My Ebay page, click on “Purchase History”, find the item, and look at the order details. That should provide you with an estimated date of delivery and possibly tracking information.
IF/WHEN the latest estimated date of delivery has already passed, you have up to 30 days past that date to file the Item Not Received dispute in Ebay’s Resolution Center. 4 days after you file the dispute, you can escalate your case to a claim by clicking on the link within the case details to have Ebay step in and help you.

Three days without any info is not unusual. The seller's processing time may be longer than three days.
After the last date in the estimated delivery timeframe passes, and you may want to give a day or two extra, you can open an item not received case in the Resolution Center. If you receive the item and it does not work or is not as described, you open a not as described case in the Resolution Center.
