I bought an item on Pre-order. $700! The seller sent me a $15 thank you gift and closed out the order as sold. 6 months later, I know the item was shipped out by the manufacturer, seller hasn't sent me the item and has stopped communicating with me (they gave me stall tactics for a couple of months). They have a good seller rating, but its been so long, I can't provide feedback or get any help from eBay. What can I do?

When you received the thank you gift, you should have filed an INAD then for a refund.
Contact your payment source and see about disputing the charge.

Even if the seller hadn't sent you the 'gift', they were violating eBay prepay rules, which require that items be able to be shipped within 40 days. You have absolutely no recourse with eBay after this long. Your only recourse is to see if your credit card will still accept a dispute of the charge.
