I saw a listing from Ireland that sales a 2021 rog duo 15 laptop for $1000 and in description it says it is used but for photo taking only. It was late night so I didn’t even think about is it a scam or not. And I realize it might be a scam the next day. I was trying to cancel the order but the buyer refused and said he ship it out in few days which makes me nervous about if it is a scam.the seller who selling the laptop to me and it shows he is a brand new seller on eBay from his profile. I mean I know there’s always a point that someone is new but at this point which makes me much more nervous about the package.
I told him that I will video recording the unpacking when I receive it and he didn’t reply back after that. What I worry about now is either he will really ship the laptop out or not, or will he ship a laptop that used for mining because I heard some news about the mined laptop will constantly have some technical problems. Will I get my refund back safely if anything happened? Someone who knows eBay please help!!! I will really appreciate for your comments! Thank you!!!!!

I previously went into my banking online debit card and I made a dispute with a purchase. Got my money back in two weeks.
I tried for a refund with same purchase on EBay and after 4 months with no solution.

Uh-oh.
That's listed in business and industrial, no returns and I don't see the money back guarantee on the listing.

Should I call my bank or PayPal to cancel the transfer before they receive? Or is it possible for me to do that?

Yes, it's a scam. That became certain when the item was listed in a category not covered by eBay 's Money Back Guarantee. This is an increasingly common scam on eBay, but you're going to have to contact customer service to get it sorted. I suggest you contact them through Facebook -- www.facebook.com/eBayForBusiness. The reps there will be better acquainted with this particular scam.

They seem closed now, do you think they will help me get the refund back or not? Or should I just call the bank or Paypal tmr? Sorry, I am just too frustrated now because that's my 1k bucks😢

did you pay with a Credit card through Paypal. If you did then call them and let them know the situation. If you paid with a debit card that has a VISA/MasterCard logo on it then call the number on back of card.

You need to send a private message on Facebook. A response won't be instantaneous, but they will get back to you. I seriously suggest you do that before you contact your credit card. Once you've disputed it somewhere other than eBay, eBay will no longer be able to help. That means that should the credit card deny your dispute you're just out of luck. Save the credit card as your backup dispute.

and it shows he is a brand new seller on eBay

New sellers and returning sellers have selling limits. Knowing that, and knowing that the asking price for this (too good to be true) should be clues for you to examine the situation a bit more. I made a list the other day on another thread and will paste it here:
Things to look for:
*First and foremost PRICE. Too good to be true (but not always).
*New seller with no history selling high end products. ZERO feedback ID.
*Old seller that has had a dormant account of six months or more selling high end products.
*Regular seller account with a couple of high end items in a style unlike their regular fare, i.e. a Steamdeck listing among used children's clothes.
*Listings in the wrong category that does not offer buyer protection i.e. Business/Industrial, Warranties/Insurance, Other Travel.
*Listings in the correct category, but also with one of the "no buyer protection" categories selected as well.
*"Other listings" has one high end item, and a few lower dollar regular listings with no description.
*Other listings only has the ONE high end item.
*Seller is registered in France, Greece, Spain, etc. and has listings in English.
*Seller registered in Portugal, and has a listing in French etc.
*Revision history (shows up hours after it has been done) for title, photos, description, price, etc.
*Longer than normal expected delivery date
*Very high shipping rate compared to the item's size weight
*Free shipping on very heavy items like sofas, large generators, etc. that would usually require 'freight' shipment

Even on ebay if that deal sounds to good to be true it usually is.
This type of scam uses areas of eBay that the MBG does not work: so you lose your money.
Such is shown to you if you look for it: I belie such should cover the screen with NOT COVERED : NO GUARANTEE before such can be purchased: It might stop a few folks from purchasing nothing....
Yet I am sure some still would....
Good advice has been given on this topic; Let us users know how this turns out...

I just contacted with an eBay agent and they help me set this order cover by the MBG now under not receiving the package since the scammer is not responding.

@donsdetour
Here is a photo of what it looks like when a listing has no buyer protection. See the tiny font under "Coverage".
