Best to use a credit card. While eBay does seen to back up purchases, you have an additional recourse layer you don't get with a debit card or bank account payment.

Your suggestion should be to check the feedback profile of all sellers one intends to buy from no matter what their percentage is. On that page they should click on the numbers of non positives received to read only those comments, Not to go by a percentage alone.
Having such a strict percentage to go by, may end up eliminating some good sellers. While 99% is my personal cut off point for high volume sellers, many experienced members recommend a 98.6% cut off point for high volume sellers. I know of one ultra high volume seller who now has a 99.4% rating, but also has 4K negatives and 3K neutrals.
Then we have the low volume or occasional sellers whose percentage can be dropped below 99% for receiving just one negative. It can take them a long time to recover from that partly because of the volume of their sales, but also because many buyers do not leave feedback for their purchases. That means that there are fewer feedback to mitigate a neg or to recover from receiving one.

+1 to what mudshark61369 states. I've dealt with some great low volume sellers who got knocked back to 98% or lower because a single buyer had unrealistic expectations, and went on a FB rant because of it.
Too many occasional sellers get dinged hard by that fickle someone who feels the need to lash out.

I think it might be who you are banking with. I have had no problems making a dispute with my debit card or bank account payment.

If you don't use a credit card, pay through Pay Pal so you'll have their protection also.

Pardon me if I don't understand. How could any buyer (which is what I assume you're referring to) have a feedback rating of under 99% since sellers are not allowed to leave negative FB for buyers. Unless that lower FB percentage would be that person's rating as a seller?

I have had bad experiences with 100-percent feedback sellers on occasion and have had great experiences with some as low as 96-percent.
The main focus is to read the feedback carefully. Many times ( as others have stated) some submissions are unjustified. Those are often written by people who may have some rationality issues beyond the purchase being rated, and I have even seen negatives that are actually positives that were incorrectly submitted.
As to protection, it is nice to have added protection that a CC provides. Especially in cases such as zipcode scams, where the MBG will always tend to fail a buyer.
