I received a notice that the item was delivered but it wasn't. I went to the post office to check the tracking number and it did not apply to me or my address. Is it at all possible to contact Ebay I get nothing but garbage.

I would contact seller first.
Mistakes do happen.
Sometimes a buyer puts the wrong address on the item when delivering 2 or more items.
We make contact with the seller first...then we can open an item not received through eBay.
It's like the chain of commands in a job...start at the bottom before trying to go to the top...which won't even work here.

Short version:
If the delivery confirmation was for a parcel that was not intended for you in the first place, you need to contact eBay via one of their social media portals. Use the blue message button on this page:

OR one of these:

This will put you in contact with US based eBay employees that are very familiar with this problem. Explain that you are a victim of a FAKE TRACKING SCAM and would like their assistance. Unlike the regular outsourced foreign call center agents you get on a call back or chat, these people can help you.
If you get thrown under the bus by eBay and paid with PayPal, you can file a claim there. Use "shipped to wrong address" NOT item not received. Same goes if you should file with your credit card. File FRAUD/fake tracking scam NOT "item not received" or you are going to lose again as soon as eBay responds with the phony delivery confirmation info.

You may get an explanation and/or an apology, but you want that Return Shipping Label.
