I bought a product from ebay and while my account was NOT hacked (from what I could see), someone created a fake account on EBay with a similar email address and then tried to first tried to create a re-direct to another location and then opened a claim that they did not receive, even though the a tracking number was not created (they made a claim the day after I bought the product). When I called EBay to figure out what happened, they acknowledged my account was not hacked, but then their solution was for me to change all my personal information (which doesn't really solve the problem).
The thing I don't get it, how did someone get my buying information without hacking into my account and how did they manage to open a claim even though EBay knew it was from a different account?

It is not impossible for an account to be compromised in ways that even eBay would not be able to detect. Experts can perhaps identify when something IS hacked, but not necessarily be sure it hasnt been hacked.

eBay uses IP address tracking and changelogs to detect suspicious activity. The article I shared this morning (linked above) suggests that criminals have found ways around this, possibly using your Paypal, Amazon or Facebook data to then compromise your eBay account or vice versa. Some online discussion boards suggest the list of victim email addresses will be made available to check, but I havent confirmed this.
Best to change all passwords for eBay, Amazon, Paypal, Facebook, AirBNB, etc. if you suspect something funny is going on.
