Perhaps there are no listings within your search that have the "accepts best offer" option.

If you are searching using a desktop browser, that option should appear on the left side under "Buying Format":
https://www.ebay.com/sch/i.html?_from=R40&_nkw=boss+wallet+men&_sacat=0
After choosing that option:
https://www.ebay.com/sch/i.html?_from=R40&_nkw=boss+wallet+men&_sacat=0&_sop=12&rt=nc&LH_BO=1
If you do not see that option, use the "Advanced" search link in the upper right; there should be an "accepts offers" option on that page.

eBay has different displays happening. If it's not in the options that go across the top of the search results, look in the column on the left which has the categories at the top, scroll down.

I was surprised to see this format across the top of the Results just now on my laptop; I think this is what the OP was expecting:

I see a different set of options at the top of my search results:
The OP's image looks more like my search than yours, but the OP's search still clearly lacks the "Accepts Offers" option at the top.
eBay may be experimenting with new search result formats, and different accounts may see different formats. Or, if using a different browser produces a different view, perhaps clearing cache or eBay cookies might be worth trying.

It's disingenius (or genius) for eBay to promise that the seller accepts offers.
It would be more truthful for eBay to announce that the seller takes offers, which may be accepted.

i dont have that options
What about on the Advanced Search page?

eBay has purposely removed this option from being easily accessible to try to squeeze more money out of people, if they cant make an offer they are more likely to just buy it now or pay full price. This is a deliberate move on their part. They are a horrible company

I still see the option without having to go to the Advanced Search page.

With Buy it Now selected from the top menu, In the left hand column just above the More Filter's oval check the Deals and savings option. Then all discounted or Best offer listings are shown. Of you can do as @eburtonlab suggested and click on the More Filters button to get the Best Offer filter.

I've been wondering about this too. It used to be right there at the top in between All Listings and Auction, now you have to jump through hoops to find it. It's my preferred search method as I'm more likely to check out your listing if I can send you an offer. And the fact that everyone see's a different layout is a problem too, eBay constantly tries to change something that worked just fine the way it was.
Fact is though, this doesn't make me just shrug my shoulders and choose Buy it Now instead...it just pushes me to go elsewhere.

Exactly this. One of the more fun ways of purchasing items for me was sending out offers, and I cannot find the option anywhere now, I have looked everywhere. Not being able to do so has directed me to other retailers. Quite ridiculous.
