I called Fed Ex and she said it was delivered but not to my address. She said I need a different tracking #. I think this company is a scam but I can't figure out how to request a refund. I already sent them a message. I need help

Open a 'return' for 'not received'.
It will be 'denied'
You then need to get 'proof' from Fedex that package went elsewhere; then file that 'proof' when you APPEAL the loss of the refund case.

Find the order in your "purchase history" and click the "more actions" button on the right and all your options will come up. I suggest you start with "contact seller".

Why do we tell the OP to do what they already did?
For instance, start a request when they already started a request.
Go read the Money back guarantee when they already know about the timeline.
Or "contact seller" when it plainly says right there "I already sent them a message" in the OP.
Instead of the previous suggestions @Anonymous just leave a private message here for eBay on Facebook, or open a Facebook account to be used only to contact eBay, and ask eBay to look at the weight and measurements for the fake tracking number at the FedEx website, to get your refund.
You don't need FedEx to write a letter for you. Anybody can check the tracking number at the website, and see that the weight and measurements are wrong for the item you bought.
