•Item was won on Sunday, Dec 16.
•Paid within one hour
•was supposed to be shipped to receive by Dec 24.
•still not marked as shipped
•seller has ignored all contacts
•eBay has not responded to emails
Now what can I do?

All you can do is file a not received claim.
After the last estimated day for delivery has passed, go to the resolution center - there's a link at the bottom of the page. Select I haven't received my item and follow the prompts.
The seller has 3 business days to respond, to either provide tracking that shows delivery or to send you a refund. If he doesn't send a refund and you still don't have your item, go to your case and click 'ask us to step in’.

If you can open a dispute at PayPal for Item Not Received:
your seller will see your payment (unless it went to a wrong email address due to a seller typo). Then your seller only has to provide a tracking number that soon shows Delivered to close the case.
But if you cannot open a dispute at PayPal, it means your seller did not get your payment.
