I am trying to accept an offer from a seller but I keep getting the error message "there was an issue processing your request" and the seller is getting it on their end too. I tried accepting in the app, on chrome, and on edge. I have gotten error messages in the past about verifying my account, but everything is verified as far as I can tell.

A check of your profile shows you are not a registered user. If you just created the account for clmilner12 to post on these boards, that's fine but you can't use it for buying yet.
If you have another username for buying and it is new or has not been used in over a year, your offer, may exceed the amount you are allowed to spend, due to a spending limit placed on new or infrequent buyers. the link below explains the limit.

You may not be able to complete the purchase if you have not selected a preferred payment method, have other items you have committed to buy but have not paid for yet. Or if you have auctions you have bids on that have not ended yet. All of those count towards a limit of 5 open transactions new, infrequent buyers are allowed to have, until the limits are removed.

This is very helpful, thank you! I think the issue is that my account is not registered, but I haven’t been able to figure out how to register it. My email and phone number both show that they are verified. How do I go about registering my account?

You started the registration process but haven't completed it. You can also complete registration using the link below, I think you have to manually login with your username and password, to complete the registration

I strongly suggest starting a PayPal account for making payments. You would need to start that account before completing registration on ebay. Not only is that site secure, but it offers a 180 day buyer protection program for items not as described or not received. ebay's Money Back Guarantee (MBG) only offers protections for up to 30 days from the date tracking shows an item was delivered, or from the last estimated delivery date if a seller does not ship with tracking. The MBG does work well within its time limits, and should be used first if you run into an issue with a transaction, inside of the 30 day time frame.
You can add a credit card to your ebay account which will help with the new member limits. It will not be used unless you select it as your primary payment method, However, I would use PayPal as your main payment source you can register a credit/debit card, and/or bank account with PayPal. None of that information is given to a seller they only see that a payment was sent not where the funds came from. When yo go to checkout you select Paypal from the list and when you are directed to that site, you can select which of your registered payment methods to take the funds from.
