You have posted your customs issue on the U.S. based site's (ebay.com) community. We cannot help you with them because we do not deal with VAT or Customs fees often. You would have to ask about that on your home site's (ebay.co.uk) community using the link below

When an ebay seller sends me the wrong item, I never accept having them send a replacement, I send it back for a full refund and fine a more reliable seller to buy from. To me it sounds like your seller did not want to accept the return and wrote the wrong value in on purpose. In the future I would buy common things like wiper arms from a U.K. based seller not one based in India.

Thanks, I didn't buy just the wiper arms. I originally bought the complete unit of motor, ancillaries, blades and wiper arms as a package. Way less pricey than the UK equivalent, by about £100.
Were it just wiper arms I'd buy them here in uk, naturally.
