I need a way to exclude sellers that I had bad experience with. For example I received fake memory card from, or only part of what I ordered followed by silence, where I had to fight them via disputes etc. I simply cannot remember them all and accidentally I buy items from the ones I would never buy from again causing me more problems. I need assistance with this. Sellers can block buyers but what about the buyers blocking bad sellers??!!

Write those seller IDs on a sheet of paper to keep handy, or write the seller IDs on Post-It-Notes and stick to your computer.
Or create a TEXT FILE with all the seller IDs you don't wish to purchase from, and refer to it before making any purchases.

I rarely use computer. Usually my tablets or my phone while on a train or wherever. I use multiple devices at multiple locations. I would have to setup database on a cloud and maintain that. But access can be tricky across different types of OS and devices to specific cloud. The list should be ebay's job not mine. They get their cut from my sales and I buy a lot. So if they can do it for sellers why should I be manually cross-checking and maintaining a list?
If it is not available then I should somehow request it...

I agree that the ability for buyers to block sellers on eBay would be very helpful. I’ve seen several requests for this function on these forums, but for some reason eBay won’t allow it

You can block up to 10 sellers' items from showing up in a search result using the filters in Advanced Search or in the left column of the search results page (More Refinements: Seller). You find the filter where you limit the results to those of given seller(s) and change the "Include" to "Exclude" and list up to 10 IDs in the following text box.
You can then save the search (link towards the top left of the results) and then access the saved search in My eBay: Saved Searches (you'll probably want to turn off notices of new listings while you're there) changing the keywords and other filters as needed to find what you are looking for. You can save multiple searches with up to 10 sellers excluded in each to use for searches in different categories (or other way to distinguish which set of sellers is most likely to have listings in what you are searching for).

Personally, I use a bio-mechanical data storage system which I keep near my laptop for the purpose of recording businesses that I do not wish to do business with. Alas! It does not provide for blocking there items from eBay's search results. However, I feel that eBay has over time interfered with search results enough that I don't wish to give them anything else that they may use to justify such actions.
By the way, I suppose the system could be used with a tablet but as your list grows, it may become too large to be portable enough for such use.

Probably because there are so many bad sellers. For me I usually eBay on my phone as I do not have a computer and I would need a pretty large notebook to list all of the bad sellers that for some reason are still allowed on eBay. Plus there is the problem with organizing with organizing all the names in some sort of order so that I can refer to the list. And there's a Time Factor of having to refer to the list while I'm shopping.

Amen those are my thoughts exactly! I often check the seller's rating before I decide to buy but those can be manipulated and have to have been in several cases. I too wish that there was some way I could block or ban those shady sellers from showing up in my results. I'm currently looking into platforms other than eBay so that I can shop safely and worry less about getting ripped off again.

Biomechanical storage system? I'm not quite sure what that means unless it means that you keep I've had a paper and a pencil by your computer. Which is nice however has its limitations such as organizing the data, keeping the data in a legible or readable order, and of course as you touched on keeping that information with the device One is using to shop.

Even as a buyer, you can block "members" from buying from you (as if though you were a seller) by adding their name to the list. That list will now be in your 'buyers blocked list' and handy on all formats using ebay. It won't stop you from buying from them, but it will be in your 'my ebay' no matter what you use or where you are to 'review' before purchasing. It used to be in alphabetical order, so finding/checking should be easy.

I am definitely following this. I have actually shopped with eBay for years and years. It seems that long ago I didn't have this problem even when I shopped extensively and exclusively on eBay. Currently I am using eBay less and less because as of late I have been extremely disappointed with my purchases. I simply do not have the time nor resources nor patience required to send items back for refunds and keep up with them all. So I am finding other platforms to use for my shopping. Which actually may be a good thing because I'm saving a lot of money by not making purchases.

Create a excel document for these sellers or
a simple computer note tally of names of sellers
no filter that personal is available to my knowledge

In some cases I've asked bad sellers to specifically block me after a bad experience, but the sample is small, and I think only one agreed to do so.
To be honest, I wondered at the time if their outrage at being asked to block me really meant they had no idea how to do it....
