Just bought the item through the best offer option. Messaged him about the item everything looked great.
Until after i payed with PayPal he messaged me saying,
"Well the funds available didn't allow me to access them in order to cover shipping costs and everything so is there a way to cancel on your end and pay me through possibly cashapp cuz I need immediate access to be able to do anything"
On the other hand he probably is down on his luck and really doesn't have any money to ship the item, but wouldn't make sense to sell and item and not have money for shipping. Smells like a scam honestly, any thoughts on how to proceed?

eBay allows sellers to pay for shipping out of pending funds.
Paying outside of eBay's checkout would allow the seller to bypass eBay fees and would invalidate any buyer protection.

If the seller purchases their shipping through eBay they can access the funds for shipping. So the seller is either ignorant of that or trying to scam you. Ignore their request, since it leaves you with no protection for the sale. Message the seller, tell him you've paid and look forward to receiving your purchase by the last estimated delivery date.

Don't listen to the seller. They are trying to scam you out of your money by using a paymemt app that will forfeit your ebay buyer protection. I would not even communicate with them. If you don't receive your item by the last estimated delivery date, file an "item not received claim". If they cancel the transaction , report them...

It sounds like the seller is a new one, who has run into ebay's 21 day hold placed on all new sellers first few payments, which they did not know about. They probably also do not know that the funds to ship the item can be used only if they purchase shipping labels through ebay. This is a common issue with first time sellers, or those who have not sold anything on ebay in over a year.
You can try responding to the seller's request to use a Cash app, by telling them to do a Google search for "Payment on Hold, ebay"
You can aslo tell them if they purchase shipping through ebay they can use the held / Pending funds to pay for it, and that tracking will be uploaded automatically to the order. If they print labels by going to the P.O. or using another site to purchase shipping. They have to pay out of pocket and upload the tracking number manually. Then their funds will be released within a few days of the tracking info showing Delivered.
In the future before buying from any ebay seller, check their feedback profile page. You do that by clicking on the number in ( ) to the right of their username. Yours is currently (1). On the page that opens there are options to see All feedback or their feedback received As a Buyer or Seller only. A new seller could have a fair number of feedback and a 100% rating, but it can be all for Buying not Selling. If you see that a seller has received negative or neutral feedback you can click on those numbers to read only those comments.

Tell your seller that as long as he uses ebay shipping he will be able to pay for the shipping label with the pending funds.
He just goes to the label page and scrolls down to the bottom and selects "pay with your funds".
There is no need for you to go outside the ebay system for him to complete the transaction, and besides you've already PAID shipping.

Don't even reply any more. As long as your paid, your done. Wait one day past the last given delivery date and file an item not received case if it's not arrived. It's up to the seller now. Come back here if you need help filing the case.
New users are often the target of scams.

100% pay using the options upon ebay only. Do not go outside of ebay. That violates any buyer protections with ebay & is a potential tell that it's a scam.

Hello everyone! As an update, he cancelled on his side. But it turns out he was trying to scam me, how do you report an account?
Also there's a lot of scammers on eBay recently, or is it just me and they've always been here in large numbers? Most underprice the item and when it's your turn to buy they say they only accept cash app!
