We got scammed by a USA seller for a bunch of GeForce RTX 4090 graphics cards, 32 of them. Each one would have a value of about $1500 when functional. They appeared to still have manufacturer seal and we sold as "not working" for considerably less than the price of working parts. But after we opened the 2nd video card, we noticed something was extremely wrong. Someone swapped out the core and memory with counterfeit parts and shaved down the manufacturer labeling on the parts and etched on new part numbers to appear like the desired part numbers on both of them. We only caught it because the arrangement of capacitors and ground pads on the core were from a previous generation part. After opening the 3rd video card with the exact same counterfeit parts, we believe every single one is counterfeit (They even include reproduction/replica manufacturer trademarked logos on each of the resurfaced counterfeit parts).
The seller is located in California, which has state laws prohibiting the transport of counterfeit goods. How am I expected to get my money back? This is a very large amount of money that I can't afford to lose.

Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

So I'm supposed to break the law by returning the counterfeit goods?

You can either return them or keep them.
Returning them is not the same as you shipping them to a buyer.
