Yes if must be less than 60 days from buy date for you to leave feedback and even if you received a full refund you can leave it

Even i have fully refunded the price of an item cause it is toooooo late to arrive 40-50 days and the claimed i make from paypal return me the full price of an item.
Even that i can feedback the seller if the buy date is lower than 60 days?

I just tried to leave feedback for a transaction after 35 days. It took that long for the item to be shipped from Asia.
eBay wouldn't let me leave feedback and it was hard to understand the customer support person told me, which seemed to be that the item no longer existed or that I only have 10 days to leave buyer feedback, yet I can see transaction detail and there is still a leave feedback link. It just won't let me save the feedback.
How can I leave feedback in 10 days when the item didn't even arrive?
If that was not the case, how come a listing can be deleted and then I can't leave feedback for it? If eBay cancels a listing, why does it stop feedback for existing transactions?

Sadly, EbAY has not increased the feedback time (currently 60 days) to factor in delayed delivery times in the COVID-19 world. As a result, many feedback opportunities are lost upon the buyer who wishes to signal to other buyers that a particular seller may be a scammer. But then, eBay COULD have done this, but cared very little to change.

60 days limit from purchase is a problem.
For some cases, estimated delivery time is longer.
In other cases, item arrived after 50 days, and there was no time to test it.
It should be 30 days from actual delivery.
Currently, feedback might be biased because non-happy customers are blocked from feedback.

Buyers get <60 days from order to leave feedback, but sellers get 90 days+ to not deliver an order. See the problem?

I have just been bitten by this as well. I do not understand why EBay cuts off feedback after ANY period of time. My seller used it as a "get out of jail free" card, after repeatedly asking for more time for the item to arrive. Now they ignore my messages, EBay offers no way to initiate a dispute or even leave feedback on the seller, and I'm out of luck. My lesson learned (thankfully it was an inexpensive item, thus an inexpensive lesson) is to not be patient with sellers: to initiate a dispute quickly, before the window closes. Is this what EBay really wants? What could the reasoning behind this time limit possibly be?

I would also like to see Ebay extend feedback times. Due to several issues not related to the seller's end, it took more than 60 days to fully install a Navigation update. The seller went well beyond my expectations for customer service but now I can not post my gratitude for his patience.

I have several items are below the 60 days. I leave a feedback, but when I go though my purchases, it stills wants feedback, What am I doing wrong, Several times in trying to leave a feedback, I've gotten a message saying feedback not available check back later. How long is later?
