hello
currently i am facing problem with seller
he is asking me to cancel my orders after he received my money
he is telling me that he cant ship my items despite of all his items are up-to-date and telling the buyers that he is shipping internationally
and he will not cancel the order from his side , asking me to cancel ( as i said before)
i tried the resolution center but there is no solution to my case , telling me to wait to 11 November if my shipment didn't arrive they will step in although the seller telling me he will not send the items
so what should i do ?
*note : i did a lot of orders from respectable sellers from china and this is first time seller tell me to cancel because he will not ship me the items

The seller is doing that to avoid receiving a defect on their account and being able to receive a well deserved negative feedback. That is a common tactic of chinese sellers to avoid defects.
What you should do is respond to their message saying "I will not cancel the order. I expect you to ship the items I have paid for or refund me immediately. If you claim buyer requested cancellation, I will report you".

If you could not open a dispute until November, it is because that is the last estimated delivery date for the item. Never buy from any seller who gives an estimated delivery time of more than 60 days. (Covid delays or not) That is another way chinese sellers avoid defects or negative feedback.

You have not been dealing with reputable sellers for the most part, but have been lucky so far. You need to look at each seller's feedback profile page before buying from them. On that page click on the numbers of negative and neutrals a seller has received, to read only those comments. Then figure because of the tactics they are using to avoid non-positive feedback there should even more comments.

yes i will not cancel my order and will do what you told me about reporting
i am luck as you said because didn't deal with this kind of sellers and it was my fault that i didn't take look in his feedback
there is update also , he marked the order with (shipped) mark so i think this king of gaining time for him self
so i asked him to provide me with shipment tracking number and the estimated time to arrive

currently we are dealing with Covid and a lot of countries have shut down there postal services to outside shipments. If you look at US based listings you will see a long list of we do not ship to countries do to the postal situation. Your seller may very well be telling you the truth and the countries change on a weekly basis. Not sure what countries you are shipping between but if it is coming out of China then different regimes in China have different issues so you might be ok shipping out of Beijing but not out of Schezwan and so forth. I just shipped a big $ order to a destination that it took me and the buyer 10 days of trying to figure out how to ship the item to him

If you do not want to wait until Novemeber 11, you can open a Dispute with Paypal immediately and for 180 days from Payment.
Keep in mind that if you do this, you cannot then open an eBay Dispute.
If you paid with a credit card you can ask the card about a chargeback.
Keep in mind that if you do this, you can then neither open an eBay Dispute nor a Paypal Dispute.
