I don't know where else to write, I just feel sad about this, so here is my experience. On May 30th I bought electric cleaner and as soon as I bought it the seller changed description "Does not ship to Croatia" (my country). On June 10th, the tracking ends with "Departure of origin country" or something like that and there is no sign of it after that, all other items I ordered I could see tracking accurately. So after 60 days I contacted him that I didn't receive my parcel and he told me to just wait a bit, after 2 weeks I contacted him again he told me to wait few more days so he can see with his couriers. I was kind and patient and co-operative, and I didn't know much about how eBay guarantee works. So after my eBay guarantee expired he is basically mocking me now and doesn't care, not offering me new item nor refund, tracking didn't change for 3 months, the item never reached europe. I wouldn't really care for 13$ but that behavior was disgusting, acting helpful and polite until my eBay guarantee expires and now he doesn't care anymore even though there is a proof I never got my item. I am so disappointed and had to write it somewhere, 13$ is a lot of money for me, and I am not okay knowing that it's in hands of someone know is not a good person. Thank you for reading, if anyone has any suggestions I would really appreciate it.

Since your time to file with eBay has expired, you will have to file for an "item not received" refund through your payment source.
If you filed with PayPal, you have 180 days to file the claim.
If you paid with a credit card, call the number on the back of the card and initiate a chargeback.
Don't do both at once. If you can use PayPal first, and it doesn't work out you can still do the chargeback with your card depending on the time limits they provide.

You can claim for a full refund by opening Item Not Received case(INR). You have 30 days time from furthest estimated delivery date mentioned by e bay. Do not worry about the afterward description change. You were able to pay for the item since they were accepting shipping for your country. Follow the steps to open up INR case with out further delay. All the best.

Unfortunately 30 days from estimated delivery date expired like 8 days ago, I was foolish enough to be kind and patient, and now I got scammed, thank you for comment
