I don’t like it when a Seller says it was delivered when it wasn’t. And the Tracking Number is for a different address. There should be disciplinary actions taken against Sellers providing false delivery information.

What you are describing is the fake tracking number scam. Something, usually an envelope is delivered to an address in your zip code.  Because ebay cannot access the shipping label information, they cannot tell if the label address was yours or not.

 

If you open the link below, you will see what actions you can take to win an Appeal by opening the link I added to that reply this morning. There are also some new suggestions for getting information that can be used to win an appeal and take other steps if an appeal fails in my reply.

FYI if you paid using PayPal you can file a dispute through them but do not file an Item Not Received claim. They have a new option for Delivered to wrong/different address (or similar wording)  just for these situations. Do keep in mind that filing through PayPal voids your MBG protections. You may also need to get some of the proof I posted about in the two replies.

The weight of the package bears some consideration. For example a package that should weigh 10 pounds, indicates a weight that is less than 1 (one) pound. On some occasions the weight variation is revealed and Ebay would ignore that information when it was provided.

If you opened the link I posted in the link I gave you, it does say in part besides getting a clerk to state writing in general that the address on a shipping label doesn't match the one on Order details, that when needed, they should write that the package type/size/weight was not appropriate for what was purchased.
