create first class mail shipping policy for an envelope

trying to get assistance with setting up a shipping policy for instruction sheets which are less than 2 ozs. I should not have to ship them first class package; which is $3-5. This sheets can be shipped at my local post office for less than $1.  Can anyone help?

Ebay shipping does not print First Class Letter rate postage.  You can either put a stamp on it, or use another third party postage service that does.  The bigger problem is that without tracking you will lose any not received dispute and your ebay account will suffer low ratings for not using tracking.

For these reasons you may as well just send the document digitally and save the stamp altogether.  Just make sure you follow ebay's special rules for this type of sale.
