Cheyenne dvds ,, i gave offer,,  after 30 Minu,,, I REFUSED it,,, and the seller just want to sell,,, an he said shipped I CONTACT HIM,, and i told him,, you cant ship it in 30 MINUTES... I DONT WANT THE ITEM,,,,,, he puash me and rushed to sell it, no matter what way!! Sellers are not obligated to accept cancellation requests. They have the right to decline a buyer's cancellation request. 

When a buyer purchases an item from a seller, some sellers remove it from their inventory and it goes into the pre-shipment mode. 

In the future, it would be in your best interest to not make an offer on items unless you can commit to following through with the transaction.

AND HE INSISTED In SENDING IT,,, BUT IT IS OK,,, I WILL RETURN IT WITHOUT OPENING IT!! AND SORRY FOR THE TROUBLES!!!!!!!!!!!!!!!!

As previously stated, when you make an offer you are making a commitment stating that if the seller accepts your offer, you have purchased the item.

If the seller has a "No returns" policy, you will not be entitled to a refund.

i told him in the offer,, that i will give you 200 WITH SH&H,, and then he sold it to me for 223 Dollars, and I SAID, "NO". and in 30 minutes, i rejected,, and in 30 minutes, he said he already shipped!!!!!!!!!! WHAT? He is magician that he shipped it in 30 minutes??? IMPOSSIBLE!!!!!!!! those hours USPS is closed!!!! FORCED TO BUY... i will return it ANYWAY!!!! GRACIAS Y DISCULPE!!!

The only thing being negotiated in an offer, is the selling price. Everything else about the listing, like shipping costs, is fixed and can’t be changed by the seller. 

If shipping was $23 and you only want to pay $200, then your offer should have been $177.

A member with 2,993 feedbacks Received as Buyer should have known better than that.  Shipping is not negotiable in an Offer.  In fact, nothing is negotiable in an Offer except the price of the item.  I gather from a subsequent posting that the seller does accept returns.  That's luckier than deserved, in my opinion.

It doesn't matter what you wrote in the box on the offer page.  It is the amount of the offer that is important.  It even says that the offer is for the purchase of the item only, not shipping.  Making an offer is intent to buy.  Sorry, but this is your error.  Your seller has done nothing wrong.
