I used to be able to block bidders with a low buying score (10 or under). I no longer see that option. Is it still possible to do that.

It is not possible to block bidders based on feedback score. There is no "buying score".

You used to be able to block users with a negative feedback score (minus 1 or lower) but that was pretty useless, a vestige of when sellers could leave negative feedback for buyers (which they haven't been able to do since 2008) and it was removed a few years ago. There never was any such block for anyone with 0 or higher.
You can LIMIT the number of items anyone can buy from you in a 10 day period (being lead bidder in an active auction of yours counts, and this can prevent a rebid in that auction) and then exempt those with more than x (maximum of 5) feedback score (the language eBay uses is block those with x or less but that confuses many who think it is an outright block rather than modifying who the limit applies to, who then come here and insist that they blocked such low feedback users but it didn't work because one bid on one auction of theirs). Note that the lowest you can set the 10 day limit is to 1 item so it does not block anyone from bidding/buying/offering on the first item.

Once upon a time, Ebay did allow one to block bidders based on buying score. I did block bidders with a feedback score less than 5, because in my experience, buyers with a low feedback score tended not to pay for their items. But apparently that has changed. Too bad. It's quite frustrating to have a buyer that you know isn't going to pay win an auction, i.e. ghosted.

I'm afraid you are mis-remembering. You could block buyers with a feedback score of less than '0' only as already advised by @woodland_gnome .
Not all buyers with low feedback are non-payers.
The good news is that eBay is rolling out functionality that requires buyers to provide payment information at the time they bid or make an offer which will be used if the win the auction or the offer is accepted. This doesn't affect everyone yet as it's still in testing and being refined.

Why would you deliberately want to eliminate possible buyers? I am sure everyone can remember when they were starting out on Ebay and their first purchases.
Lack of feedbacks does not correlate to being a non-payer. You are being discriminatory.

In my personal selling experience, I have found that buyers with a score of 5 or under are suspect and do not follow through with payment. Not always, but 90% of the time.

@eclecticempire54 If a Seller has no Positive Feedback and 1 to 5 Negative then their FB count will register as a negative number like (-1), (-2), etc.

A member could have negative feedback as a seller which exceeds any positive feedback as a buyer.

I am just wondering if there are Ebay "members" who are just yanking people's chains just for the fun of it. Bidding with no intention of purchasing. It sure feels that way.

If a buyer hasn't paid by day five, select the cancellation option in the dropdown next to the order using the reason that the buyer hasn't paid. The buyer will earn an unpaid item strike on his account. Two or more and his ability to buy will be limited or even ended.
Add the buyer to your blocked buyer list here:

Scroll down that page and turn on the option to auto-block buyers with 2 or more unpaid items within 12 months. That will help to protect you from repeat offenders.
Once auto-pay (I described this in one of my previous responses) is in play site-wide, this will no longer be a issue for seller who leave the settings turned on.
