How to leave negative feedback for buyer

How come ebay only offers option to leave positive feedback for buyers? Ive had a couple of buyers not pay or respond and I feel I should be able to leave negative feedback.

Seller decided not to ship item, wanted to relist for more money, hasn't issued refund to me.

Shipping error

Hello. I made a mistake and shipped an item worth $60 in place of an item worth $25. The buyer who received the higher value item acknowledged the mistake but will not respond to my request to ship the item back. What are my options? Thanks
