Seller said he couldn't refund money until I closed the case. Closed the case and have not received money. How do I contact ebay to reopen the case? Is there a way to talk to someone at ebay.

Dishonest shipping claim

I bought an item and the guy listed it as free shipping. When it arrived I owed $9.30 for postage because the seller "chose" wrong label. I paid the postage and he will not reimburse. Said I should have returned the item. Ideas?
