Ebay gone nuts

Why does ebay block messages for local pickup items? Tried to send buyer my phone number and couldn't, do they not ealize that if the item does not sell they don't get paid?

It says it's too late to cancel the order. But I accidentally entered the wrong address, need to cancel it and re-order what should I do? Although the seller didn't ship it out yet, just ordered it yesterday.
