A buyer wants me to ship from the US to Italy

Does he need to set up the international shipping option so I can ship to the Kentucky address? Or can I set that up for him?

I Bought a phone that is locked by T-mobile and I cant use it I want to contact my seller but when I click the link to see the order it says is not there anymore. If I log in into my account the item is not listed. What should I do, I want a refund.
