Want to send an invoice to person who I didn't response to on time

I do not know how to help a customer who wants to buy an item from me.  They have bid several times and I did not know they bid and the time is now expired.  I have tried to contact e-bay but I have not been able to.  Can someone make a suggestion?  Thxs in advance.

Did the buyer make an offer that you missed or did the buyer bid without paying?

If it was an offer that you missed, eBay does have the option of sending your own offer to anyone who contacts you through messages about an item.

I don't see any recent Auctions under this ID.  Auctions are the only place where a buyer would place a Bid. If they can't purchase perhaps there's a reason for this. Once you understand the difference between a "Fixed Price Listing" and an "Auction", you can then get to the bottom of the buyer's issue. Ask your buyer to explain their issue. Let us know what you find out.

You can't send an invoice to the buyer unless they purchased the item either by winning an auction or a Buy It Now, or by you accepting their offer. If the offer expired, you cannot send them an invoice since they have not purchased the item.
