Usps lost item then found & delivered and I get screwed

So USPS lost yet another package I sent out, makes number 5 now I believe. Buyer opened item not received claim, after 3 days, I refunded his money and filed a claim with USPS who deemed the item as missing. They approved my payment for the item and 2 days later it was found and delivered to the buyer after I specifically stated to deliver it back to me if found. Now, they won't pay the claim since its was found and the buyer won't answer my message. He got the item for free and I'm out the item cost plus shipping. How fair is that? Debating getting ebay involved over a $20 item but it's more the principal and morals behind the situation that bothers me. The buyer should of notified me immediately in my eyes but no, it's been 3 days and won't even message me back. I've stopped using USPS the last few weeks until they can get it together for this exact reason. I am a very honest and reasonable person and i guess I expect others to be as well which ends up in disappointment usually. So frustrated right now!

There is nothing that can be done. 

The buyer is not required to return the item if they have already been refunded. Refunding the buyer ends the transaction.

I figured so, I just can't believe how dishonest people are. My conscience wouldn't allow me NOT to contact the seller to see what I should do. Ebay states, if the item is found and delivered, the buyer should contact the seller. Im not going to raise hell over $20 but I am going to report the buyer bcuz even tho its only $20, its the 2nd time I've paid ppl for my item and what if they do this again to another seller? I at least believe it needs documented, to prevent them screwing another seller down the road. This is the 2nd time this specific situation has happened in the last 2 months and and it just heightens my disappointment in people.

Well believe it or not, ebay refunded my money in this case with no effect on my seller rating! I'm pretty shocked, but ultimately happy with how it worked out. Still think the buyer is shady for not contacting me and keeping the item after being refunded but it is what it is and karma will eventually find it's way to him somehow.
