I do not have UK on my "excluded countries", however potential UK buyers have noted my listings don't show a shipping option for the UK. I did verify that my listings do not show UK as a shipping country option AND that UK is also not excluded! The current items impacted are diecast toys which do not have trade / legal restrictions. Note: I generally use the ebay international shipping program, however I updated one of my listings to offer USPS shipping directly and the same issue resulted for UK addresses.
Has anyone else experienced this issue and figured out how to resolve it? eBay has made it impossible to contact customer service easily with a wall of chatbots.

@kobatom What is the item number of the listing?
The UK does have many import restrictions.
Not all items can ship using the EIS due to package size, weight, dimensions, price, or import restrictions.

Many items listed in the Toys & Hobbies category may not be eligible for shipping to the UK unless the item meets certain licensing or safety requirements and are marked as such.
