The Shipping Calculator has shorted the shipping to the buyer on many of my auctions and I have to pay extra from 15% to 30% when I ship items .I recently put up an item with a Priority Mail Flat Rate Envelope that cost $9.65 flat rate at USPS but my auction shows the price of $7.90 . That is around 25% less . What is going on with ebay .

It looks like it is how you have the calculated shipping set up. Go look at it closely. Do you have a handling charge added to the calculation? What you put in the calculator drives the amount that will be charged to the buyer. So that isn't Ebay, you need to review how you set it up.

Looks like your just giving me the run around .For one thing there is no function on the quick lister I was forced to do that has an option for handling charge .Plus if you read my post i am being charged more and my customers charged less .Plus Im talking about a fixed price priority mail envelope . What you say does not apply.If its a fixed price on USPS why is it showing lower price to customer on auction simple answer needed.

I suspect you have your settings to "Offer eBay-negotiated discount rates." This is why your customer go the discounted "eBay rate" for shipping.

I suggest you change this to
I do not want to offer carrier-specific discounts.
Then, your buyer would have been charged $9.65 which is the Retail Counter postage rate. The same price you have to pay if you buy postage at the post office.
(If you print your label on eBay, you would have been only charged $7.60 for the label, and you customer would be charged $9.65)

I'm sorry you misunderstood my post. There was no "run around" in it.

I have never chosen offer discount rate or have I ever seen a link or page that says offer customer discount rate so how did it happen to be chosen for me I would like to know. Why are things hidden from sellers .

Did you change your settings so that future calculated shipping will be at the retail rate (no discount)?

Yes I changed the shipping discount that I never gave in the first place .Yet the price still shows lower than the fixed rate . How is it you have a link to my settings that I do not have or even know about?

I don't have your settings. Everyone's eBay settings are at the same URLs
when I click these, I go to my own settings, not yours.

This won't change a current listing. New listings will change. End one and relist and you will see that the discounted shipping isn't on your new listing.

The shipping calculator is driven by the information that the seller puts into the calculator. So the place to store is to carefully review what you set up in the calculator for that particular listing.
