I have two Pay Pal accounts. I've only authorized E_bay to use one of those. But EBay is withdrawing funds from the other account also. EBay and Pay Pal each blame the other. What to do?

In your PayPal settings you can revoke the authorization to eBay to charge that account.
It might actually be best to revoke the authorization on both, then reestablish the link to the correct account when you purchase your next label.
It is under account settings >> money, banks and cards >> automatic payments.

It's so peculiar, I never gave Pay Pal any permission to use the different account in the first place.

You could look through the activity on the other account to see if you ever used it for an eBay purchase or payment. There has to be some link, or how would eBay even know about it?

I never chose to use it, and never gave the information to EBay. I think it's something Pay-Pal did on their own. I went to Pay-Pal, and settings, automatic payments, and I just can't find anywhere to revoke the authorization??

Sorry, they have changed the layout and the terminology.
In money, banks, cards, under automatic payments, click manage auto payments. You should see eBay listed. Click on the block for eBay, then click cancel.

Appreciate your help! After flipping back and forth between accounts, my old business account that was always authorized to pay EBay, the layout is what you describe, and I can go to EBay and there's the option to cancel EBay as you say. When I go to the other account, which is set up as personal only, the layout is completely different. Under manage auto payments, there are no merchants and there is no EBay at all. The format doesn't allow me to cancel EBay. So I can always cancel EBay on my business account, but that won't help, as I have to use Pay Pal almost daily. I'm convinced that this is a Pay Pal defect, but they deny it. Also thought I'd let you know, you're the only response to my help wanted.

Just out of curiosity, did you set up the personal account after PayPal told us we could not receive friends/family transfers to our business accounts? I remember the message included an invitation to set up a second PayPal account for personal use. I ask because I’m wondering if they automatically transferred some information from the original account. Just a though.
I did not open a personal account, so I can’t go look for info there.
I’m going to ask someone who is much more technical than I am 🙂
@shipscript Any thoughts on how eBay could be charging the wrong PayPal account? Thanks!

I have multiple thoughts on this.
First, I have seen reports of this in the past, where labels have come out of the wrong PayPal account. In those cases, the original account had been disconnected from eBay (token expired or revoked) and the next time that computer logged into another PayPal account, that login or cookie remained. When trying to buy a label, the active PayPal account was erroneously reconnected in the absence of the original account. Wiping out all tokens and starting again would be the cure.
In my own personal experience (I've got a number of PayPal accounts and a number of eBay accounts), whenever I purchase something on eBay, PayPal sets that selected PP account to automatically be the default the next time my computer accesses checkout. It doesn't even matter if I am logged into a different eBay username. I receive a congratulations email to that effect, telling me that PayPal recognizes my computer and how PayPal has simplified things for me.
I never store passwords or logins on my computer for this very reason. I don't want to be auto-logged-in (ever), particularly to PayPal or a bank account. In every case, I have to enter my password, and half the time I have to change the PayPal account that is presented to me (thanks PayPal).
To revoke a token on a personal PP account:
https://www.paypal.com/myaccount/autopay/
- Gear at top next to Login
- Payments tab across top
- Automatic Payments (Manage Automatic Payments)
- Click on a vendor and then Cancel the token.
To revoke a token on a business PP account (same link):
https://www.paypal.com/myaccount/autopay/
- Icon at top
- Account Settings
- Money Banks and Cards
- Automatic Payments (Manage Automatic Payments)
- Click on vendor and then Cancel the token.
Just now, while testing, I received this email from PayPal (on both accounts I tested):
Since we recognize this device, you’ll continue to stay logged in, so you can skip typing your password during certain activities such as check out.

Precisely the reason. I received payments owed to me using friends and family and Pay-Pal eliminated this option. So I can still receive payments, but have to pay a fee, and Pay-Pal treats these payments as income, and this is reported to the IRS as 1099 direct income. When in fact for my circumstance, these payments are not income. So Pay Pal said to open a non business personal account which I did. Then I was surprised when EBay starting taking payments from this personal account for purchases. I never revealed to EBay anything about the personal account, so I think it's a glitch or defect of Pay-Pal. I talked on the telephone with EBay and Pay Pal, they each blamed the other. One suggestion was it could be my auto sign in with Pay Pal making a purchase, so I went to my saved passwords and canceled the saved password for the personal Pay Pal account. But that didn't make any difference. I'm guessing that others have had this problem I can't be the only one. Regarding how is EBay charging the wrong account, when I go to my EBay account under payments, it shows the commercial Pay Pal account ONLY. No mention of the personal account. So again, I think it's a Pay-Pal defect.

The procedure to revoke a token on the personal account doesn't work. I've went there several times, with the exact 4 steps. There is no EBay located there.
