Ebay expects me to send item back but I did not receive it and need ebay to step in to help.
IS there a phone number to talk with someone at ebay?

It sounds as if you filed a Return Request instead of a Refund Request/Item Not Received. Normally you would not be able to file another Request if you already filed one.
Perhaps you can contact Customer Service and ask if they could help you.

@twinblown406 You filed the wrong type of request. You filed a RETURN REQUEST. You should have filed a Refund Request for an Item that Has not Arrived.
You will need to file the refund request elsewhere now as you can't tell eBay that you want to return an item then say it has not arrived.
You can file a refund request on PayPal up to 180 days from the date of purchase for an item that has not arrived. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.

Many, and perhaps most, requests for refund are processed by the eBay computer, meaning that, in normal circumstances, human eyes don't see it, nor human judgement intercede. Computers are exasperating contraptions; they do what you say, not what you mean. If you actually mean something different from what you tell them, they still do what you tell them.

@twinblown406. You would not see the option to file a refund request for an item that has not arrived until it's at least one day past the LAST estimated delivery date.
You do only have 30 days from the last estimated delivery date to file a not received refund request on eBay.
