I bought a watch and when it arrived it had missing links in the belt. 5 on each side for a total of 10. The listing shows pictures of the watch with 6 on one side and 7 on the other for a total of 13. (watches usually have 14 links total so 1 link missing in the images)
I filed a case saying "item not received" with a description "I have recieved the Watch but am missing pieces that I wasn't told would be missing. Extra linkages for the bracelet are missing. It doesnt fit me. I have contacted the seller but got an automated responce saying they are on winter break."
Seller responded only after case was opened. They sent an image of the missing links with their username saying they will ship the missing links only after the case is closed. After further talking they are saying that if the case is not closed by tomorrow that i will not receive the link.
Seller also stated that the listing said the extra links would not be included
This is more of an "item not as described" claim rather than a "didn't receive item" claim. I need advice.

Close the Refund Request and open a Return Request, which will override the seller's return policy.

If i close the request it says i will not be able to reopen the case. How do i change it to return request?

Close the refund request for the reason that the item was received/delivered.
Then file a Return Request per instructions above. Specify "item not as described", NOT "item didn't fit"

Oooh I thought we were only allowed to open 1 total case instead of 1 per reason. So I won't be able to open up a item not received again for this item anymore after closing this?

That is correct.
You did receive the item, so no need to keep the Refund Request/INR open.

If i say "item not as recieved" would the seller ship the missing parts or is it a full refund only? I want the missing links instead of a return.

The only way you can be compensated is to file a Return Request (as instructed) for the reason "Does not match description" in order to receive a refund. There is no guarantee that the seller will send you the missing links.
