Guaranteed Delivery

Does ebay still offer guaranteed delivery?  I know at one time, Ebay would guarantee delivery date for those sellers that signed up for the service.  If date was not made, Ebay would give the buyer some sort of gift card or credit to use on the site etc.

Is this program still in place or did Ebay wimp out of it?

I believe ebay discontinued the program, but I do see references to it here and there.
