I never received an item I bought. I opened a case through eBay. The seller is saying I need to close the request before he can process my refund is this correct? I'm afraid if I close the request, the seller won't issue my refund and I won't be able to dispute it because I closed the case.

The seller is lying to you. Do NOT close the Refund Request until you either have the refund or the item.
After 3 days have passed since you filed the request you can go back to your request and have Ebay step in to help you.

The seller might not be lying.
There was a seller a few days ago trying to issue a refund and they were getting the message that they couldn't issue the refund because the case was open.
I'd heard it from buyers, but it was the first time I heard a seller say that.

Do not close the case. Once you do, you cannot reopen it and you won't hear from the seller again.
Just escalate the case as already advised by asking eBay to step in after 3 days have passed.
(On the off-chance that the seller was having problems refunding through the case, he should have asked eBay for help rather than telling you that you to give up your Money Back Guarantee BEFORE he can refund.)
You can also report the seller to eBay for attempting to trick you into giving up your protection before they performed.
