Ebay will only charge for ending a listing that has bids.
Per Ebay: You may be charged a final value fee based on the amount of the highest bid, or you may sell the item to the highest bidder.

There are two circumstances where a fee results from ending a listing without a winner/buyer (of course you are charged the Final Value Fee when there is a winner/buyer):
1. Where there has ever been a bid and you end early (deadline: 12 hours before scheduled end) without a winner (cancelling all bids). This is to enforce the rule against fee avoidance by too many sellers who set a low Starting Price below what they will set for but don't pay for a Reserve Price. The fee is waived the first time in a calendar year, but I don't know if that is automatic or if you have to contact Customer Service to get it waived.
2. Where eBay determines (e.g. from messages) that you ended it early to sell it outside of eBay to someone who found it on eBay, they consider it sold through eBay and charge the FVF on the price they determine was set (again, they look at the messages).
