I can read the words "zakladu" and "Zarzads. WKC Nr" on what's left of the label. Is this Polish? What was its purpose? It's about 8 inches long.

Google says "zakladu" is Ukrainian and translates to "foundation"

Also of note is the number "25" on the end. Cigar box of 25?

Or maybe that is not "25" but a logo that looks like 25.

Hard to tell the language for sure. Google Lens detected the language as Polish, and it was able to suggest a translation for more of the words in Polish than Ukrainian.
The second line is probably the word "artykuł" meaning article (in Polish), not paper.
This listing is for a completely different item, but the label on it uses some of the same words, and is more complete. It's from Poland.

It looks like the last line on your label would be short for "Cena Detal" or Retail Price.

Ukrainian has a "normal" l. in Polish ł exists along Roman l. difference in pronunciation, sounds more like w. so rather Polish. meaning could be "fabrication branch" when translating from German.
