I buy my labels from pirate ship. when i input tracking info i got a message that the number is in use by another seller. when i checked the usps website it showed that it was just created in my zidcode. what to heck?

How do I stop the 0 feedback buyers from bidding? I have had to cancel and block multiple bidders. I have my settings set to not allow 0 feedback bidders. Frustrating and making me want to stop selling on eBay.
