Question thread: Updates to fee credits and Below Standard fees

Fee credits and an increase are coming. When a seller issues a partial refund to a buyer, we will automatically credit a prorated portion of the Seller’s final value fee. We’ll also credit the $0.30 transaction fee if the Buyer is requesting a cancellation and the Seller accepts. There will be an increase however, for Sellers who are not meeting the minimum standards. I second this question as the Winter Seller Update is silent on this.  It does not specifically say it will, so you want us to assume it.

 

Fee credit updates and Below Standard additional final value fee increases

To better support your business, we’re prorating final value fee credits for partial refunds that you provide to the buyer. In addition, when you approve a buyer’s cancellation request, the entire final value fee, including the $0.30 per-order fee, will be refunded to you. We’re also adjusting our additional final value fees for Below Standard sellers.


Prorated final value fee credits for partial refunds

Starting May 2022, when you issue a partial refund to a buyer, we’ll automatically credit a prorated portion of your final value fee based on the adjusted total amount of the sale. Along with this, we'll automatically credit prorated portions of other applicable fees including Promoted Listings Standard and international fees. Fees such as the $0.30 per-order fee, Promoted Listings Express fee, and Promoted Listings Advanced fee will not be refunded. We want to support your efforts to make things right for your buyers and adjust your fees accordingly.

It seems pretty clear to me-

 

"we’ll automatically credit a prorated portion of your final value fee based on the adjusted total amount of the sale"

 

Total amount of the sale would include shipping and tax.

 

They even went on to say PL and International fees would be prorated.

If you are in the penalty fees, there is a reason for that.  It can pay to regularly check your Seller Dashboard so you can see a problem approaching and hopefully turn it around BEFORE you get a rating of Below Standard and therefore penalties.

 

I do know it is difficult to work out of the penalties once you are in it.  The best way to do that is to dilute the numbers which comes from MORE sold transactions.  Find some of your low value stock and put them on sale or something.  Or run a sale on other products.

What you don't say nor does the Winter update is does that partial FVF refund include the sales tax and shipping FVFs or is it only for the Product?

I am very glad it is clear to you.  That is important.  To others it is not as clear.

 

Yes they did, so why not clarify and add shipping and taxes too.  Then everything is completely transparent.

Hi @coffeebean832! Given the complexity of the processes being implemented, we don't want to run into billing issues when applying these types of credits, so we're working until May to develop and roll them out. As for a specific date in May, we don't have that to provide at this time.

I am very please to see prorated fee credits for partial refunds. 
1. Does it apply to items returned in different condition or only to items where buyer keeps item?

2. How is proratio calculated?

3. Is shipping excluded in proration?  Or is it calculated like final value fee?

4. How does prorating apply in the following situations?:

♦️I refund buyer fully but keep original shipping? -how is this calculated?

♦️I refund buyer partially (keep 20%-50% and keep original shipping—how is this calculated?

Needs to include shipping and taxes, since ebay is TOO busy to put combined shipping on their APP, that's the biggest refund I have to give because they can't combine shipping and just pay, if they buy at all. Lost a few sales because of the app.

seller_update@ebay   The announcement about the "Prorated portion of the Seller’s final value fee ..." states it will start in March.  When you use the link and scroll down the page to that section it states "May" as copied from that page below:

 

"Starting May 2022, when you issue a partial refund to a buyer, we’ll automatically credit a prorated portion of your final value fee based on the adjusted total amount of the sale."

 

Can you please explain which date is correct?   I assume March, please confirm.

 

Generally this is a good change.  This will cut down on having to back out the FVFs that eBay has been retaining when issuing a Partial Refund (like for a "Shipping discount") to a customer ...

A lot of good questions and what-if's @partfinds and we'll do our best to address each one.

 

1. The prorated fee credits for partial refunds don't have any stipulations. If you partially refund someone, then the prorated Final Value Fee will be provided.

2. All we can say is that in essence, we'll be taking the amount you were paid by the buyer and charged in fees by us, subtracting the amount you refunded the buyer, and then crediting back the difference in fees.

3. Shipping is included in the proration.

4. If you fully refund a buyer but keep the original shipping then you will be provided a prorated credit based off the item amount you refunded and not the shipping...except in one claim situation. If you have a buyer open a remorse return and you fully refund the item cost but keep the shipping they paid, then you receive a full credit of the Final Value Fees charged. If you provided free shipping and withheld what you spent, that feature would not apply. 

 

If you partially refund the buyer part of the item cost and withhold the shipping, then that falls under this update, and you would be partially credited a prorated portion of the Final Value Fees based on the adjusted total amount of the sale.

Apologies for any confusion @mr_lincoln! The opening post is addressing all three fee credit updates. The Prorated Final Value Fee credits for partial refunds start in May. The Per-Order fee credits for cancelled transactions and Below Standard additional Final Value Fees increase both start March 1st. I hope that helps to clarify things.

seller_update@ebay Thanks for clarification.

 

what if buyer falsely claims not as described? Then I receive item back that is undamaged and working. I would refund fully without original shipping. What do we do then to get full credit for such a case? Call customer support to do the case manually or this will be done automatically ?

I have a lot of such cases  when buyers buy tested item to confirm the problem on the vehicle or they think the problem is there but then it is not.

seller_update@ebay   That still doesn't address sales tax.  We paid FVFs on the sales tax.  In the refund that the seller submits to the buyer does not include sales tax, that is supposed to be a separate transaction by Ebay since they are the keepers of the sales tax.  So we paid FVFs on the sales tax portion of the refund, but Ebay will be issuing the sales tax refund back to the buyer.

 

So how does or does the seller get the FVF credit on the sales tax?
