eBay International Shipping is a new shipping service that removes many of the challenges and complexities associated with international shipping for US sellers. You’ll save on international shipping costs and selling fees. We’ll handle customs clearance, tracking, and post-transaction requests—at no extra cost to you. You can learn more about that here, feel free to review and post any questions you may have below!
Please note that eBay experts will be present and engaging on the boards between today the 28th through Friday the 30th.

@fantasyworld716 wrote:So then the answer to my question was???????
!, the SELLER, am paying shipping upfront to USPS to ship it to Kentucky and I will not receive payment for that shipping for weeks until the package is delivered to the end customer who is international. Correct?? So my due monies sit in an eBay bank account collecting interest until at somepoint once the carrier delivers the pack and eBay is notified it was delivered, then, and only then will I get paid my shipping fees, plus payment for the product sale.
@fantasyworld716 just FYI, from what I'm hearing it will not be Pitney Bowes in Kentucky, it will be a hub exclusive to eBay located in Chicago area.
But all of your questions are still great questions regardless of where the domestic hub is!

"If an item is lost or damaged during international shipping, you will not be found at fault if your buyer opens an eBay Money Back Guarantee case."
seller_update@ebay
Does that protection become VOID if the buyer files a PAYMENT DISPUTE (aka credit card chargeback) instead of using the Money Back Guarantee process?

After reading all posts, I'm more confused than when I started.

So if the item is lost in international transit at what point do sellers get paid if that would normally happen when the buyer receives the item?

"If the item is lost during the international transit, eBay will refund the buyer and you will keep the funds from the original transaction."
But under this program, sellers are not paid until AFTER the buyer receives their order, so we would not have received anything to "keep".
This program is either slight of hand/obfuscation, or the wording of the press releases and terms and conditions are incredibly poorly thought out.
Until we can see firsthand how these vague policies are actually being implemented and enforced by eBay, I am staying far away from this thing and continuing to ship my international sales directly.

So once a return is received in the eBay consolidation center, eBay keeps it and refunds the seller completely? eBay does NOT send the item back to the seller and deduct the payment from seller's account?
Hey @kilt! Correct, sellers will not receive items back when the buyer opens a return request. The buyers will be refunded from eBay and sellers will keep the original funds.

Hey @ittybitnot. We are also offering protections for payment disputes. Sellers will still need to provide valid proof of delivery to the domestic shipping hub.

Love it - I like GSP, and an improvement on costs AND extra protections on any returns are great signs.

Please explain the contradictory information in the terms of service seller_update@ebay. I think most of us here are very confused.

Protections to what extent? If buyer files a SNAD by way of credit card chargeback, is the seller covered? What if the SNAD is because the seller sent the wrong color? It's never been as simple as "sellers are covered if they can prove delivery." There are different types of chargebacks and eBay only covers sellers for some of them (like a not received chargeback when delivery is confirmed).

For packages into Germany eBay is the exporter and will provide our lucid ID and ensure all requirements are met.

Does that mean that sellers who exclusively use the new eBay International Shipping program for shipping to Germany, no longer need to pay and register for a Lucid ID and documentation? The eBay Lucid ID will be used instead?
@ittybitnot When sellers ship to Germany through eBay International Shipping, eBay will fulfill the seller's obligations for registering with Lucid, reporting packaging types & quantities, and paying the tax.

I for one will not sell anything outside of the USA under these new terms. I suspect others will do the same.

Just for information...............A lot of sellers don't/didn't understand that from the posts on the selling board at the time of the requirements...........as far as I could find, the ONLY mention of it was on one of Griff's podcasts.......... All that was stated on the announcement about it was :
From July 1, 2022, we are legally obliged to ensure that our sellers are complying with these regulations. To be compliant, there are four steps you must complete:
- Register online with the LUCID database and obtain a unique identification number.
- Create an account with a dual system. We recommend our licensing partner, Lizenzero, which offers a straightforward way to license your packaging digitally.
- Add your LUCID number to your business profile on My eBay
What information will I need to register with LUCID?
You’ll need to provide:
- Your company name, address, and contact details
- Your Tax ID
- A declaration that your packaging is licensed with a dual system (Lizenzero registration covers this step.)
You will then receive your LUCID number. Enter this, along with the amount of packaging you are using when you open an account with a dual system (Lizenzero or another dual system if you prefer).
What needs to be updated on my eBay account?
Once you have your LUCID registration number, ensure you add it to your business profile in My eBay. You will see the LUCID Field under the Accounts tab, just after your business address.
If ebay wants to increase sales to Germany it might behoove someone to some outreach to sellers explaining what you have stated.......
