Hey @kilt! For returns with the new International Shipping Service once a buyer opens a return request we’ll provide the buyer with a return label to ship it back to a consolidation center. Upon receipt of the return, we’ll refund your buyer and you get to keep the sale.
You're protected from neutral or negative feedback, and we will remove any related defects, including opened cases in service metrics.

@thestuffyouwantguy Payouts for orders vary based on account and item details that are explained in detail here. Sellers can see immediate payouts if their account meets the correct requirements.

I am just now seeing this in the Terms of Service:
"International Returns.
To the extent permitted by applicable law, eBay may choose not to display the returns policy field of your listings to Buyers. eBay may choose to manage any international returns on your behalf. For the avoidance of doubt, if a buyer chooses to return an item that eBay approved for international shipping, eBay may in its sole discretion, choose to intermediate the return to you if your returns policy indicates that you accept returns and will reverse the sale. Alternatively, eBay may choose to liquidate the item rather than returning the item to you and you will keep the proceeds from the sale consistent with Section 7 of these Terms and Conditions."
That' s not quite what the FAQ stated. . . 😞
Can we get more specifics on how eBay will determine to reverse the sale or not?

But Terms of Service say not necessarily?
"For the avoidance of doubt, if a buyer chooses to return an item that eBay approved for international shipping, eBay may in its sole discretion, choose to intermediate the return to you if your returns policy indicates that you accept returns and will reverse the sale."

An Exporter of Record (EOR) ensures that all shipments leaving the United States comply with all US export regulations. An EOR is the person or entity responsible for goods and services shipped between two countries.
As part of eBay International Shipping, we will assume all responsibilities associated with the export of your item. This means eBay will be responsible for filing all documentation and complying with US export regulations on your behalf.
How does this service comply with The European Union requiring certain documentation requirements to be on packages? Selling old obsolete collectable items may not meet newer requirements.
Also packages to Germany require a licenses to certify shipping materials used. Is this something eBay will take responsibility for meeting the requirements?

So just to be clear... the seller/shipper pays for the shipping upfront to the US freight forwarder (e.g. Ebay center in Kentucky) and the seller /shipper does not get reimbursed for that postage/shipping payment to the carrier (USPS, Fed Ex, etc.) until the package is delivered to the buyer. Is that correct?

I'm not clear how the international shipping program will handle not as described returns. The update mentions with INR claims, the seller won't lose any money, but on not as described they say they handle the return label (which is good), but then what? I can't find anything about the money. Does it come back to me or the distribution center and where does the refund come from?

I take it to mean just what it says "Just as similar to domestic orders", meaning your money is going to be held until buyer receives their item. It is only similar to how your money will be held, that is all. It is like International Shipping is a new reason that is or will be added for Seller Holds.
If this is not what they mean then eBay needs to write a clearer policy. Holding payment until a international order is complete will cause many people not to use the service.

It was all too good to be true, so I reviewed the TOS and came up with the same question. There is contradicting information and I'd like to know under what circumstances will eBay pull funds from the seller.
I have a 30 day return policy, so if eBay uses that as a reason to send the return back to me and automatically refund the buyer, I lose all TRS protections of being able to withhold if wrong item or damaged item is shipped back? I'm supposed to rely on the consolidation center to make those determinations?
Aside from returns, what other situations would result in eBay pulling funds from the seller?
And this part under buyer benefits: eBay International Shipping will give buyers choice on how and when to pay import charges.
What happens when buyers choose pay on delivery option, then refuse to pay on delivery?

That's why I asked for details on not as described returns. The answer given above said ebay pays the buyer and provides the label. I agree that sounds too good to be true. Nothing was stated about different seller return policies.
